Instead of Coinbase, you can try localmonero.co and localbitcoins.com. Both are reputable sites that work with PayPal and debit cards, though crypto on there may be marginally pricier.

I can't really help you but I just want to let everyone know that there are a lot of fake sellers for N.
You should be fine if you are 100% sure you have the right address.

A lot of banks have banned using credit cards on crypto trading exchanges, it seems.

I agree with that. I actually always use one even though the Eur to BTC rate is really bad at those ATM's.
But yeah, as long as you don't try to exchange higher amounts of money to BTC, you don't even need to show your ID

That's total misinformation. Use of a vpn has no impact on tor security. You should use a vpn all the time, unless a website you need to use doesn't allow it (like some banking sites).
