This is a tricky one that I have been struggling to find a solution to. There are services that you can pay for to have scheduled automated calls with a recorded message but these services are based overseas and may not be able to dial the emergency number in Australia. I also would be cautious about a third party making the call, if someone were to listen to it they might call emergency immediately.
The closest thing I could find to what I want is this app on android:

I have tested it and you can set a time and a phone number and it'll dial that number at that time. Works well. The problem is, contrary to popular belief, the government can't track your location from your phone. So if you call emergency and the line is silent they will send police to the address that phone is registered to.
Anyway, if you do live alone and/or plan to ctb at home, I hope this app is useful to you.
