I know SN increases your heart rate, and I believe my resting heart rate is around 90. Does this put me more at risk for having a stroke or heart attack? I know there's beta blockers, but I don't think I can get ahold of one.

Does it really matter if you're trying to ctb?

All I know is that the fast heart rate isn't supposed to be painful or "uncomfortable" according to PPeH. It's all about riding it out and knowing what's coming. But as you said it does nowadays recommend beta blockers for that.

I suppose not, but I fear it may mess up the attempt somehow.
If anything, it would make the attempt more effective. If your heart were to give out before the hypoxia kills you, then all the better, if you're wanting/needing the attempt to succeed.

You know what, I considered this as well but you will find many stories of people surviving SN and they never reported a heart attack, below is the SN resource page so you will find success and failures.

It seems there are so many variables that influence the effect the SN has on you in your final moments. I think the best bet is to abide by the guide, know the possibilities, and just hope for the best. Nothing is guaranteed, but you can be prepared.
