I read a couple of years ago that helium tanks were being mixed with oxygen in order to make them unusable for suicide bags.

Anyone else has heard of this?

Yes, for this reason it is now recommended to use nitrogen instead. I know that all of the Balloon Time kits in the US are now 20% oxygen, but if you get the helium from an industrial gas supplier it is supposed to be 99% pure. I would still use nitrogen just to be safe.
