The exact month I don't know off the top of my head but its for sure the one before November 2022.

In the resources, there is an April 2022 version which doesnt seem to match up either. I heard a new version of the PPH was released but have yet to confirm its authenticity

The PPeH (Essentials) will get updated every month so actually a new version comes out every month.
The last update is from February 2023 and there will be an update on the DeBreather in March.
