Generic meds at disposal only abroad ?

Scratching my head. Is it normal that some meds don't yet exist as generic in Europe but already do in Asia ? Are the patent rules different at different parts of the world ? Or is it an indication of scam to run away from ? There's one that interest me but at 10 € per pill here, I'm crying my eyes out. Online, can see it at a quarter of the price but at shady places

I can't speak for other places but I assume it would be the same.
Here in Canada we have our own thing (I'm not sure what it's called) and in the States they have their own thing. So while it might be ok here the States might not approve it or vice versa
