Police are NOT doctors, and cannot/should not be used for so-called 'welfare checks'.

Privacy and confidentiality laws permit the medical profession to hide important information from both the family and the patient. How often do patients commit suicide after being committed? How many patients find the medication they are given beneficial? Etc.

I disagree that police shouldn't do welfare checks. If someone isn't responding, they could have been the victim of a crime, and in fact the criminal could still be on the premises. Medics aren't trained or equipped for that, but police are trained in life saving techniques like CPR.
