I don't think new members can use it. I forget how many posts it takes to get access to it, but it should be in the upper, right-hand corner to the left of the search bar when it's accessible. Just keep posting until you see it is the best way to do it.

It's not a newbie problem there is no option for chat for me either, just this lightning bolt symbol in its place.
