Yeah, it's a crime but it's only for you, you're not trying to kill anyone else. So where's the harm?

The harm is that merely attempting to make it without any intended harm to anyone will flag you, it will cause you to be investigated and it will likely end up causing you getting locked up before you even have everything to make it.
