Can anyone start a megathread?

Can anyone start a megathread? Is there anything I should know before starting one (any unwritten rules about them or anything)? Do I have to know what I'm doing re the method I'm writing about, or is it OK if I just write what I've read online and make it clear that I'm no expert?

I think we should start a fresh now megathread for both C and A's N

Right now it's difficult to get the right information regarding both.. you have to read the last 10 pages of the threads to understand what's actually going on right now..
