If a door says out of use. but it still opens and closes, is it out of use?

It's the room (or whatever was in there) who is out of use, not the door

There might be other issues with it- a broken lock or whatever. Some random safety concern. Where does the door lead?

to the (shudders) the outside world. its the back door but it's the nearest exit in my flats. the locks broken. but the door still works.

I guess, my point is the sign says out of use but it's completely functional as a door. It opens, it closes. I use it. Therefore it's in use.
