Help SN in Holland

I've been searching (and trying) some methods for a while now. Since I am over the "low key" options I can find in and around the house, I am starting to consider ordering SN.
However I am a pussy when it comes to autorities and was wondering if there is a (safe/legal) way to get SN in Holland?
